We're refreshing the page periodically now, which sometimes happens in a background tab and geolocation doesn't seem to work reliably in background tabs (browser bug?).

If geolocation fails, we should fall back on the last-known location (if we have one) and only pop the location selector if we have nothing at all to go on. We're already doing this correctly on periodic location checks, but not on initial page load.
