The OWM precip works great, but it has a bit of latency. We should show a loading message (or something) on each tile until the image comes up. |

By a 'bit of latency' I mean a whole giant crap-ton of latency. |

Still having trouble finding a good way to do this. Made many improvements, but I'm going to defer (again) back to 0.9.0. |

Fixed(ish) on 0000579. Doing the loader on the initial init, but it was disruptive when zooming/scrolling. |
